In this document, “we” means Dolca Mihnea Bogdan PFA and “you” means the person visiting the site or contacting us.
2. Privacy policy
This section explains what personal data we receive through the site, by email and by phone, what we do with it and what rights you have. It is published under Article 13 of Regulation (EU) 2016/679 (GDPR) and Romanian Law no. 190/2018.
2.1. Data controller
The controller is Dolca Mihnea Bogdan PFA, with the details in section 1. We have not appointed a data protection officer, as the law does not require one for us. For any question about your data, email contact@dolcacreative.com.
2.2. What data we process, why, and for how long

We don't use the data for advertising, we don't sell it and we don't send newsletters.
2.3. What is required
Only your name and email are required in the form, since we can't reply without them. The other fields are optional. The checkbox at the end of the form confirms you have read this notice. It is not consent, and we don't rely on it as a legal basis.
2.4. Who else has access
We use providers who process data on our behalf, under contracts that require them to protect it:
- Netlify, Inc. (USA): hosts the site, receives and stores form submissions and keeps server logs. Form submissions are automatically checked for spam with Akismet, a service Netlify uses.
- Google (Google Ireland Limited and Google LLC): our email provider, through Google Workspace. Form notifications and the emails you send us arrive here.
- Our accountant, if we use one, only for contracts and invoices.
- Public authorities (such as the Romanian tax authority or courts), only when the law requires it.
2.5. Transfers outside the European Economic Area
Netlify and Google may process data in the United States. These transfers rely on the European Commission's adequacy decision for the EU-U.S. Data Privacy Framework, for companies certified under it, and on the Standard Contractual Clauses approved by the Commission, included in these providers' data processing agreements (Articles 45 and 46 GDPR). You can ask us for details about these safeguards at the email address above.
2.6. Automated decisions
We don't make decisions based solely on automated processing and we don't do profiling.
2.7. Your rights
Under the GDPR you have the right to:
- find out whether we process data about you and get a copy of it (Art. 15);
- have incorrect data corrected (Art. 16);
- have your data deleted (Art. 17), except data we must keep by law, such as invoices;
- restrict processing (Art. 18);
- receive the data you gave us in a commonly used format, to pass it on to someone else (Art. 20);
- object to processing based on our legitimate interest (Art. 21);
- lodge a complaint with a supervisory authority.
To exercise a right, email contact@dolcacreative.com. We reply free of charge within one month of receiving your request. For complex requests this can be extended by two more months, in which case we tell you within the first month. If we are not sure the request comes from you, we may ask for more information to identify you.
The Romanian supervisory authority is ANSPDCP (Autoritatea Națională de Supraveghere a Prelucrării Datelor cu Caracter Personal), B-dul G-ral. Gheorghe Magheru nr. 28-30, sector 1, Bucharest, www.dataprotection.ro. You can also complain to the authority in the EU country where you live or work.
2.8. Security
The site is served only over an encrypted connection (HTTPS). Form submissions and emails can only be seen by us, from password-protected accounts.
2.9. Children
Our services are for businesses and adults. We don't knowingly collect data from anyone under 16.
2.10. Changes
If we change this policy, we update the date at the top of the page. If the change is significant, we also announce it on the home page.
4. Terms and conditions
4.1. About the site
The site presents the web design and software development services offered by Dolca Mihnea Bogdan PFA. Using it is free and needs no account.
4.2. Quotes and contracts
Nothing on the site is a binding offer. Price, deadline, warranty and payment terms for each project are set in the written quote and the contract. If the contract differs from what the site says, the contract applies.
4.3. If you are a consumer
We mainly work with businesses. If we sign a distance contract with an individual acting as a consumer, they may withdraw from it within 14 days without giving a reason, under Romanian Government Emergency Ordinance no. 34/2014. If you ask us to start work before those 14 days are over and then withdraw, you pay for the part of the service done until then. If the service has been fully performed with your express agreement before the period ends, the right of withdrawal no longer applies. The details and the withdrawal form are included in the contract.
4.4. Intellectual property
The text, logo and code of this site belong to Dolca Mihnea Bogdan PFA and may not be reproduced without our written permission. The names of the apps shown in the portfolio belong to their owners. Rights in the projects we deliver to clients are transferred as set out in each project's contract.
4.5. Liability
We keep the information on the site accurate and up to date, but the site may contain errors or be temporarily unavailable. To the extent allowed by law, we are not liable for damage caused by using the information on the site. This does not affect the rights consumers have by law.
4.6. Governing law
These terms are governed by Romanian law. If you are a consumer, you keep the protection of the mandatory rules of the country where you live.
5. Dispute resolution
If you are unhappy with something, please email us first at contact@dolcacreative.com. We reply within 30 days and try to settle things amicably.
Consumers can also contact the Romanian National Authority for Consumer Protection (ANPC) at anpc.ro, or ANPC's alternative dispute resolution (SAL) body:
The EU Online Dispute Resolution (ODR) platform was closed on 20 July 2025 under Regulation (EU) 2024/3228, so we no longer refer to it.
Disputes that can't be settled amicably go to the competent courts in Romania.
